Hamilton police Sergeant David Walkley said residents contacted police at 2.45am Friday after seeing torches at the Hamilton outdoor swimming pool.
Police officers attended at the Burns Street facility and located two women and a man in their early 20s getting dressed.
"They were heavily under the influence of alcohol," he said.
"They will be interviewed and it's expected they will be charged on summons with trespassing."
Sergeant Walkley said it was extremely dangerous for anyone to be swimming when under the influence of alcohol.
"They had gained entry to the outdoor pool through a breach in the fence. The South Grampians council be be notified and that will be fixed today," he said.
"The pool is covered when the facility is closed by a solar blanket. This incident could be viewed as amusing but it was a dangerous situation.
"Someone could have been seriously injured or died. They could have hit their head or got trapped under the blanket. It was a potential tragedy."
Sergeant Walkley said the three people would be summoned to appear in the Hamilton Magistrates Court at a later date.
