Detective Senior Constable Kate Busfield, of the Colac police crime investigation unit, said officers executed a search warrant at a Colac west address about 8.30am Tuesday.
Officers found the 18 cannabis plants in a hydroponic growing set-up.
The man in his 50s was arrested, interviewed and charged with cultivating, possessing and using cannabis.
He was bailed to appear in the Colac Magistrates Court during March.
Detective Senior Constable Busfield said nine of the plants were reaching maturity.
"They were about to be harvested," she said.
"There were also another nine in pots about 30cms high. It was an excellent result," she said.
