Officers have been told a silver Ford sedan with two occupants struck a tree on the Great Ocean Road about 11pm on December 31.
The 18-year old driver of the Ford was taken to hospital with non-life threatening injuries.
The passenger was taken to hospital with serious injuries.
It is believed a second vehicle, a red Jaguar, was travelling closely behind the Ford when the crash happened and the driver stopped briefly at the scene, speaking with witnesses before leaving.
Witnesses, who saw the drivers of both vehicles travelling at a very high speed, helped police to produce a digital composite image of the Jaguar driver, who may be able to assist police with their inquiries.
Police have released that composite image.
Anyone who recognises the man in the image, or who has dash cam footage, is urged to contact Crime Stoppers on 1800 333 000 or submit a confidential report online at www.crimestoppersvic.com.au
