Warrnambool police Sergeant James van Engelen said whereabouts alerts had been raised after the man kept offending.
He was arrested by officers on Wednesday walking along a Raglan Parade footpath.
The man is alleged to have gone to Chemist Warehouse at Gateway Plaza on November 14 and stole fragrances valued at $236.
He attempted a similar theft a fortnight later but was stopped by a staff member after being caught on a security camera.
The next day he returned to the same store and stole Calvin Klein fragrances.
The store owner reported ongoing issues with the man trying to steal.
On December 2 the man went to Dan Murphy's where he put a $60 bottle of Jack Daniel's up his jumper before walking out.
He returned the next day and stole a $61 bottle of Bundaberg rum.
Both thefts were captured on security camera footage.
Last Sunday the man went to the Aldi supermarket at Gateway Plaza where he selected eight trays of meat valued at $170 and walked out without paying.
A witness followed the man out of the supermarket, took a photo of the man and forwarded it to police.
The accused is expected to appear in the Warrnambool Magistrates Court today for a bail/remand hearing.
