Warrnambool man Dominic Kelly, 39, is wanted by police mainly relating to the theft of cars.
Mr Kelly was released from his latest stint in prison during October.
Detective Senior Constable Wayne Ryan, of the Warrnambool police crime investigation unit, said police officers wanted to know the whereabouts of Mr Kelly.
"Current arrest warrants are active for him," he said.
"Mr Kelly is believed to be committing serious crimes, including thefts of motor vehicles and dishonesty offences."
Detective Senior Constable Ryan said it was believed Mr Kelly had a significant issue with drugs.
He said the wanted man had no fixed address and a criminal history involving drugs, dishonesty, serious driving and assault offences.
"We want to know the whereabouts of Mr Kelly," he said.
"Members of the public are warned that if they see him to not approach Mr Kelly but immediately ring triple 0," he said.
