The 39-year-old Warrnambool man is accused of evasion and conduct endangering life.
Police have released an image of Kelly, who is described as about 180cm tall with a solid build and short grey hair.
He is known to frequent the Warrnambool and Geelong areas.
Police said anyone who sees Kelly should not approach him and should contact triple zero (000) immediately.
