Horses are currently indefinitely banned after Warrnambool City Council received legal advice that the commercial training of racehorses was illegal under the current planning scheme.
That becomes a real problem for Warranmbool trainers when horses are banned from Lady Bay on December 1 for summer.
Mr Weir said the situation, that was revealed on Wednesday, was disappointing.
"I hope it can all be resolved," he said.
"I hope common sense comes into play. I don't want to get involved in the argument.
"Racing is great for the community and the local economy. I just hope common sense comes into it and a resolution reached," he said.
Weir has a satellite stable at Warrnambool under foreman Jarrod McLean, with many of his top gallopers trained here including Humidor and Kings Will Dream.
He has previous credited the therapeutic benefits of seaside training as a cornerstone of his racing empire.
