The Koroit cyclist took the honours in the 36-kilometre event on Sunday.
"I appreciate the work people like Stan and Don had done,” he said.
“So it is always such an honour to win this race, it is always special.
"They are both legends in area with riding so this award is good recognition.
"We don't forget the contribution these guys have made to cycling, and these races keep them in your thoughts.”
The 64-year-old played down his victory despite producing an impressive performance around the Bants/Hopkins Falls circuit
"I just hung in there and it was the luck of the draw the way it falls into place,” he said.
"I rode off with two great riders in Barry Webster and Clive Coomber.
“And there was a good scratch bunch at the start of the day, I thought they would get up for sure."
Warren finished in one hour and five minutes ahead of Webster and Clive Coomber.
