It was five degrees in Warrnambool just before 7am but it felt like -0.3.
A cold front over the south-west will cross the state on Wednesday as a high pressure system develops over Western Australia.
Winds west to southwesterly 20 to 30 km/h will become light in the evening.
Temperatures will reach a top of 13 degrees in Hamilton, Colac, Casterton and Portland; and 12 degrees in Hamilton and Cape Otway.
