Police were called to a Portland address about 2am on Sunday.
It is believed the man forced entry into the home of his former partner by breaking a window.
Upon entry, he stole the woman’s phone.
The victim and her two young children were asleep at the time.
The man, who was on bail for breaching a court order, was arrested and charged with aggravated burglary, criminal damage, theft and breaching an intervention order.
He was remanded in custody and will appear in Warrnambool Magistrates Court on Monday.
