The road is being upgraded to include a raised crossing which will improve pedestrian visibility and safety.
It follows similar works to raise the crossing at the Koroit Street traffic lights, in front of the Target Centre which has now been completed.
Lava Street has been reduced to one lane works with portable traffic lights in place while the works are underway.
This means that eastbound and westbound traffic will be able to proceed along the street at alternating intervals. The works have been funded by the Victorian Government.
A Warrnambool City Council spokesman said works began this week and were due to be completed in three weeks, weather permitting.
Research by Austroads, the peak organisation for Australian road and traffic agencies, shows that raised crossings slow traffic down and result in a 45 per cent reduction in vehicle-pedestrian crashes.
He said repair of failed drainage infrastructure was also underway at the Lava Street entrance of Parkers Car Park and is expected to take up to a week.
Parkers Car Park can be accessed via Koroit Street. On street parking in the southern block of Liebig Street and off-street parking in the Ozone and Cramond and Dickson car parks remains free during works.
