The 87-year-old man was believed to be walking on the stretch of road at The Sisters, 14km south of Mortlake, when he collapsed on Thursday afternoon.
A spokesman for Ambulance Victoria said paramedics were called to the scene at 5.47pm and attempts to revive the man were made.
“Unfortunately we were unable to revive the man,” the spokesman said.
Warrnambool police Sergeant James van Engelen said it appeared the man suffered from cardiac arrest.
He said the death was not being treated as suspicious.
