Port Campbell police Senior Constable Scott Thompson said officers were taking two Brazilian nationals to Lavers Hill after they were left behind by their spouses at the Twelve Apostles on Friday afternoon.
The police and tourists were lucky to avoid being involved in a serious head-on collision.
"A Hong Kong national decided that it would be safe to overtake several cars on a short section of the Great Ocean Rd - over double white lines while approaching a bend - near Princetown this afternoon," he said.
"The police vehicle, which was travelling north, had to brake hard as there was nowhere else to go due to the two oncoming vehicles and an embankment on the other side of the road."
"The offending driver, who was forced to stop on the wrong side of the road, had to allow the other cars to pass before he could proceed."
Senior Constable Thompson said the Hong Kong national was fined $322 for overtaking on double white lines and a further $363 for having a toddler sitting on the lap of another passenger.
"We would request that all drivers take care, drive to the conditions, only overtake when it is obviously safe and be alert because no one can ever be sure what another driver is going to do," he said.
