Sarah Godwin, of Crawley Street, unsuccessfully applied for bail in the Warrnambool Magistrates Court on Monday.

She has been charged with theft and breaching her bail conditions.

Ms Godwin was remanded in custody until August 29.

Detective Senior Constable Wayne Ryan said police executed a search warrant at Ms Godwin's previous Terang home on May 3 and found a credit card and CD believed to be stolen from her former partner.

She was charged with burglary and theft and released on bail with the conditions she live in Crawley Street, obey a 8pm to 7am curfew, not use drugs and comply with the Court Integrated Services Program.

Ms Godwin was caught driving at 11.55pm on June 12, found with ice and had evidence of drug trafficking on her mobile phone.

Last Friday police were looking for Ms Godwin after she failed to keep four CISP appointments.

Detective Senior Constable Ryan said he saw Ms Godwin at the Warrnambool court complex on Friday and arrested her.

During a search he located a Samsung phone he did not believe belonged to her.

Ms Godwin claimed she found it at hospital and was going to return it.

The detective said the phone owner had left it in a waiting room at the hospital and when she returned only Ms Godwin and her friend were in the room.

The victim offered them money to give the phone back as it contained irreplaceable images.

Ms Godwin and her friend fled, but Ms Godwin was arrested about 30 minutes later at court and the phone was returned to the grateful owner.

Ms Godwin was also found in possession of medication to treat HIV which she said she found in her brother's bedroom.

Detective Senior Constable Ryan opposed bail saying he believed Ms Godwin was in the grip of a terrible drug habit.

Magistrate Cynthia Toose refused bail saying  Ms Godwin he not complied with her overnight curfew, was found with drugs and not attended CISP appointments.
