The Bureau of Meteorology issued the updated warning at 5.20am with areas expected to be impacted including Warrnambool and the west coast.
There's a marine wind warning and also a gale warning for the south-west.
Northerly winds are expected to strengthen ahead of a cold front that is expected to reach western Victoria on Monight.
Damaging winds, averaging 60 to 70 km/h with peak gusts of around 90 km/h are expected in the west this morning before extending to central and eastern areas during the afternoon and evening.
Elevated areas are considered to be most susceptible along with the southern Mornington Penninsula.
Over Alpine areas winds are expected to average 70 to 80 km/h late Monday afternoon, with peak gusts between 110 and 120 km/h expected Monday evening.
Isolated thunderstorms are expected to enter the south-west on Monday evening which could also produce wind gusts of 90 to 100km/h.
The highest wind gust today so far has been 94km/h at Mount William at 1.41am.
At 7.10am the temperature at Mount William was 2.5 degrees with an apparent temperature of -11.3 due to the stunning wind chill factor.
The State Emergency Service advises that people should move vehicles under cover or away from trees, secure or put away loose items around your home and for everyone to keep clear of fallen power lines.
At 7.30am it was nine degrees in Warrnambool but felt like only 0.6.
The expected top today is 14, but you may need to be out of the breeze for it to feel anything like that.
