VFF president David Jochinke said farmers wanted to contribute to their communities, but did not want to be rated out of existence.
Mr Jochinke said farmers were bearing an inequitable share of funding for council rates and a better method needed to be found.
The VFF Conference will wrap-up on Friday afternoon with an open forum on local government and rates.
The forum will draw on both years of data captured by VFF and the knowledge of farmers.
The conference starts on Thursday.
Both Premier Daniel Andrews and opposition leader Matthew Guy are due to attend.
