Warrnambool police Sergeant Jo Wastell said the man was originally charged with a theft from Target after being identified by police officers on security camera footage.
He was charged and bailed to live at an address with strict conditions, but was not at the address when police checked.
The man was arrested at home about 10am Sunday and remanded in custody overnight to appear in Warrnambool court today charged with theft from a shop, breaching bail and committing an offence on bail.
