The Lookout project has selected a location for the centre, on Atkinsons Lane, which is in Warrnambool City Council limits but bordering the Moyne Shire.
At their June meeting on Tuesday, Moyne councillors voted five to two to pass a motion to support the building of the centre.
Cr Jordan Lockett said he had a keen interest in the subject, given he works in mental health.
He said there was a lack of such centres across the state, with a waiting list for similar facilities in Melbourne of three to six months.
Cr Jill Parker said there was some "not in my backyard syndrome" happening among objectors, but said the regional reach of the centre was too important for it not to go ahead.
Cr Daniel Meade said he believed council should not take an official position. He said the only role it should play is to encourage ratepayers to make submissions for or against the centre if they feel passionately about the issue.
Cr Jim Doukas also voted against Moyne throwing its support behind the centre. He said council was yet to have a formal meeting with its ratepayers about the issue and until that happened, there was no definite stance from the Moyne community.
He said at community information meetings held by the Lookout project team he had attended, he had spoken to a number of Moyne Shire residents who believed the centre should not be built in Atkinsons Lane.
