Shane Altmann, 28, of no fixed address, pleaded guilty in the Warrnambool Magistrates Court on Monday to three counts of theft and one charge of possessing cannabis.
Lawyer Louis Robertson said his client was not well, had mental health issues and had recently been in care.
Magistrate Peter Mellas told Altmann he needed to follow medical advice and take medication.
Altmann said he wanted to do drug rehabilitation.
Police said that on June 5 Altmann went to the Coles supermarket in Lava Street and selected a roast chicken and steaks.
He started to eat the porterhouse steaks raw while in the store.
Last Friday Altmann went to the Woolworths supermarket on Raglan Parade where he selected raw prawns which he ate in the store.
Altmann returned to the same store on Saturday where he selected T-bone steaks, which he started to eat before being arrested.
He was also found with a small amount of cannabis.
Officers said Altmann had mental health issues and had been self-medicating with cannabis.
