The council plans to increase its garbage collection charge from $296.50 to $360 per property in 2018-19, passing on the higher processing costs local government is facing due to China’s ban on recyclables.

Rates will also rise by an average 2.25 per cent, in line with state government rate capping.

Mayor Jo Beard said the increased garbage charge was unfortunate and unavoidable in what was otherwise a positive budget for the council and its communities.

The $48.1 million draft budget includes a $13.3 million capital works program, with more than half of that ($7.04 million) to be spent on roads.

The debt-free council will also spend $160,000 on swimming pool upgrades, $140,000 on the Port Campbell playground, $50,000 on supporting events and festivals and $50,000 to continue its facade improvement program, among many other community projects.

Cr Beard said the council was continuing to advocate for a solution to the recycling crisis.

“It’s the last thing that we want to be putting on our ratepayers,” she said.

In response to the St Patrick’s Day Fires, the council is also setting aside $60,000 for a review of emergency recovery.

“In light of the past five weeks that we’ve had, that will be a significant plan going forward for each of our communities,” Cr Beard said.

Speaking at this week’s council meeting, Cr Neil Trotter described the draft as a “steady as it goes” budget.

“Overall, this is a prudent budget, it maintains our infrastructure and assets and allows for capital expenditure,” he said.

“It’s a draft budget, it’s available for viewing and submissions are welcome.”

Cr Helen Durant said it was pleasing the council was able to maintain its current level of services and continue to fund important community projects.

Cr Simon Illingworth said he agreed with some elements of the budget, but disagreed with others such as $30,000 in planned funding for the Beyond the Bell program.

“The program is underwhelming, and I questioned the veracity of it,” he said.
