Portland police said the man was questioned by officers about midnight in Otway Street, north Portland.
He tried to discard a 25 cm knife and was found in possession of a small amount of both cannabis and speed.
The weapon and drugs were seized.
The man was arrested, taken to the Portland police station, interviewed, charged and bailed to appear in the Portland Magistrates Court during June.
He was charged with possessing both cannabis and amphetamine and carrying a controlled weapon.
