Warrnambool and District league president Ken McSween said while some clubs were against the changes, which limit teams in under 16s and below to 26 players, others had maintained silence.
McSween, in his second stint as league president, urged clubs to maintain a positive outlook.
It comes after the 11 Hampden league clubs united to pen a letter to AFL Western District outlining their concerns.
“We need to be as positive as we possibly can be. We don’t make those decisions, but we have to adapt to these decisions,” he said.
“We’re more looking at this and trying to be positive in how we can make it all work for all clubs.”
Hampden president John Ross said the league’s 11 clubs wanted clarification around the changes.
The 26-player cap will impact under 16, 14 and 12 teams.
“I want to make sure our stakeholders are 100 per cent comfortable with a change,” Ross said.
“We had a footy forum with all the clubs on Monday night and that’s where they expressed they were all united and wanted to get more clarification around the junior review.
“I think it is more clarification. I think that is the biggest issue, I think it’s clarification on how they got to the findings.”
