Williamson said AFL Western District would respond to a letter from the Hampden league clubs outlining their concerns with a newly-implemented 26-player cap for under 16, 14 and 12 football teams.
The changes, which stem from an independent review, will also impact Warrnambool and District league under 15 and under 12 sides.
“As a commission, we need to ensure that clubs are given every chance to give kids an opportunity to play on a regular basis,” she said.
“The role of the commission is to make region-wide decisions in the interest of sustainability of football.
“We cannot favour one club over another.”
Williamson said “player numbers and permits were key issues”.
She said permits alone did not solve the problem and “therefore, other measures such as reduced field numbers and caps are necessary”.
