One resident contacted The Standard on Tuesday morning and sent in photos of the Russells Creek underpass, saying they nearly slipped over while walking through the tunnel.
The concrete ground of the thoroughfare was strewn with food ingredients and empty packets, including soft drink cans and egg cartons.
A Warrnambool City Council spokesman said council staff were investigating the situation and the site would be cleaned as soon as possible.
“Anyone who has any information regarding any act of vandalism is encouraged to contact the police,” he said.
When The Standard visited the underpass to take photos, two residents out for a walk turned away after seeing the mess in the tunnel.
In 2014, former Warrnambool artist Scottie Neoh transformed the walkway, painting fish, birds and other native animals.
