Detective Senior Constable Elissa Smith, of the Warrnambool police crime investigation unit, said officers raided a south Warrnambool rented property on Tuesday when a customer entered the address.
A Ballarat woman aged in her 40s was arrested, interviewed, charged and bailed to appear in the Warrnambool Magistrates Court on October 20.
She was charged with knowingly carrying on a business as a sex worker service provider without holding a licence.
Two licensed escorts were working out of the rented premises but one was working outside the terms of her licence.
Detective Senior Constable Smith said police officers had been investigating the case since mid July.
