The 30-year-old was overheard by several bystanders and Macarthur policeman Leading Senior Constable David Rook, who happened to be walking past on Koroit Street about 11am Tuesday.
“He was going off his nut,” Leading Senior Constable Rook said.
“Another startled passer-by rang 000.”
After being arrested, the man was bailed to appear in Warrnambool Magistrates Court next month.
He faces charges of breaching an intervention order, making threats to inflict serious injury and unlawful assault relating to an incident during the weekend.
