According to Powercor, 2896 customers were affected but a partial restoration had just under 200 offline in the region at 11am.
Power was restored during the afternoon for customers still without power, which includes 62 in Port Fairy, 77 at Toolong, 17 at Orford, 44 at Kirkstall, 21 at Crossley, 14 at Tarrone and a home in Killarney.
A Powercor spokesman said some planned maintenance was under way when a conductor broke, causing the outage.
The power supplier met with Port Fairy residents in December to explain the reason for 630 minutes of power outages throughout 2013.
In January Powercor apologised to Port Fairy customers for the third outage in less than a week, while in March it pledged to fix the town's electrical supply problems within the next two months.
