The crow caused a short-circuit at the Warrnambool zone substation off Jamieson Street at 3.44pm, leaving customers across Warrnambool, Allansford, Nullawarre, Bushfield, Purnim, Mepunga and other areas without power.
Work crews removed a dead crow from the substation and services were restored about 4.15pm.
Powercor kept customers informed about the power cut through text messages and some businesses used social media to advise customers they had been forced to close for the day.
Police officers were used to direct traffic at major intersections as traffic lights went out.
