Police intercepted the man after receiving complaints from other motorists about his erratic driving.
Senior Constable Glenn McDuff said the driver returned a positive preliminary breath test and was taken to Warrnambool where he recorded an evidentiary reading of .249.
"Police received four calls about the man's driving at about 6.30pm Sunday, with witnesses describing him as erratic and highly dangerous," he said.
He was driving a black Toyota sedan in a westerly direction.
The man will be charged on summons to appear in the Warrnambool Magistrates Court at a later date.
He lost his licence on the spot.
Senior Constable McDuff has called for witnesses to contact him at the Port Fairy police station or Crime Stoppers on 1800 333 000.
