Parkinson, 36, has signed a one-year deal to coach the Warrnambool and District league runner-up.
He replaces playing coach Darcy Lewis at the helm. Lewis will stay on as a player.
Parkinson played the bulk of his senior career at Hampden league club Warrnambool before crossing to Dennington in 2009 as an assistant coach.
He took on the Dogs' senior job in 2010 before stepping down from the helm, later picking up an assistant coach job at Koroit where he has been the past three seasons.
