Demi Nash, 25, of Raglan Parade, Warrnambool, unsuccessfully applied for bail in the Warrnambool Magistrates Court and was remanded in custody until April 30.
She has been charged with a number of serious driving charges including reckless conduct endangering life.
Magistrate Cynthia Toose refused bail saying Ms Nash was accused of bizarre offending.
She said she was an unacceptable risk of committing further offences and endangering the community.
Warrnambool police Sergeant Danny Wright said Ms Nash was already on a charge of trafficking ice after Geelong police found 25 grams in her car on March 17.
Her bail conditions include that she live at Raglan Parade with her father and not drive or use drugs.
On Friday Ms Nash was driving a black Holden ute south in Fairy Street when she approached the intersection with Koroit Street.
She crashed into the back of another vehicle and the other driver got out to exchange details.
Ms Nash said she couldn't stop because she was late to an appointment at court.
The other woman driver, who stood in front of Ms Nash's ute, insisted she pull into a park, but Ms Nash drove on, forcing the woman to jump onto the bonnet.
Ms Nash turned right, drove past the Warrnambool police station, while turning the steering wheel in an effort to dislodge the woman, before pulling into the Warrnambool court lower car park.
Witnesses and police saw Ms Nash drive with the police officer describing her as "hooking it".
The woman on the bonnet said she didn't have a choice but to try and hang on as she feared for her safety because of the speed and how Ms Nash was driving.
When Ms Nash parked she refused to talk to the other driver, saying she had to attend her court appointment.
Police were called and Ms Nash was arrested while having her first Court Integrated Services Program assessment.
She tested positive to using ice and police found an ice pipe and about .25g of ice in her ute.
Ms Nash is also a suspended driver and her ute is not registered.
Sergeant Wright said Ms Nash was not regularly living at her father's address and was still using drugs and driving.
Ms Nash said she was desperate to get to her CISP assessment to get the support she needed to deal with her drug issues.
She said her father was about to undergo cancer surgery and she needed to care for him.
Ms Nash's father said he was having skin cancers removed.
Ms Nash also said it was the other driver who had made the decision to jump onto her bonnet.
Ms Toose said Ms Nash had not done well since being bailed in Geelong mid last month, she was involved in bizarre alleged offending, she clearly needed help to address her drug issues and it was a strong police case.
"I simply cannot release you on bail," she said.
