An 18-year-old Camperdown man was arrested at 1.30am on Sunday morning in Liebig Street.
He was charged with possession of a small amount of ice, assaulting police and resisting arrest.
Police also arrested a 28-year-old Warrnambool man over a number of thefts from supermarkets in the city in the past week.
Both men have been remanded in custody to appear in Warrnambool Magistrates Court on Tuesday morning.
Leading Senior Constable Greg Kew, of Warrnambool police, said festival goers in Port Fairy were relatively well behaved, with only one male charged with being drunk and disorderly.
