Detective Senior Constable Craig Wastell, of the Warrnambool police crime investigation unit, said a burglary was committed at Western District Employment Access Albert Street site during the early hours of February 25 and two vehicles were stolen.
One was found burnt out in Purnim.
A woman in her 40s was previously arrested and charged with handling stolen goods.
On Thursday police arrested, interviewed, charged and bailed the 35-year-old man to appear in the Warrnambool Magistrates Court on May 25.
His eight charges include burglary, arson and theft of vehicles.
February 27: A WOMAN aged in her 40s has been charged with handling stolen goods after a stolen ute was recovered at Purnim on Monday.
A burglary was committed at Western District Employment Access in Albert Street during the early hours of Sunday morning and two vehicles were stolen.
One was found burnt out at Ellerslie on Sunday.
The second was found at Purnim on Monday.
The woman was arrested, interviewed, charged and bailed to appear in Warrnambool Magistrates Court on a later date.
Detective Sergeant Andrew Raven, of the Warrnambool police crime investigation unit, said investigators were continuing to pursue a number of lines of inquiry to identify the people involved in the break-in.

February 26: POLICE are still seeking information after two cars were stolen from a Albert Street business in Warrnambool.
One of the vehicles was used to ram a gate at Western District Employment Access and it was later found burnt out at Ellerslie.
The second vehicle, a 2010 white Toyota HiLux with a canopy, is still missing.
The registration plate number of the vehicle is XSI-222.

Sunday: Burglars who broke into a Warrnambool business and stole two cars used one of them to ram the front gate before later dumping it and setting it alight.
Police are on the hunt for the offenders and second car after the burglary at an Albert Street business on Saturday night.
Detective Senior Constable Craig Wastell said the burglars forced their way into a shed where the vehicles were housed.
Detective Senior Constable Wastell said one of the two stolen vehicles was towing a tandem trailer with a ride-on mower on it.
"Both of the cars have then been driven from the business, and the one with the trailer and mower has been used to ram the front gate to exit the premises,” he said.
Detective Senior Constable Wastell said that vehicle was found burnt out about 40km away at Ellerslie, north of Warrnambool.
"It has been destroyed by fire,” Detective Senior Constable Wastell said.
The trailer with the ride-on mower was recovered undamaged.
The second vehicle, a white Toyota HiLux with a canopy, is still missing.
The car has signage on its side, however Detective Senior Constable Wastell did not divulge which company the stolen vehicle belonged to.
He asked for anyone with information to contact the Warrnambool police station or Crime Stoppers on 1800 333 000.
"Anyone who has seen anything prior to 3am on Sunday morning or knows anything about either vehicle should contact us,” he said.
