The MFB announced on Monday that Russell Eddington would be the latest leader to step aside. He is returning to his role as executive director of corporate services.

Mr Eddington's move follows the MFB and the firefighters' union signing a new workplace agreement last Thursday, ending a long-running industrial stand-off that has also been an open wound for the Andrews government.

MFB president, Andi Diamond, resigned on the spot after the deal was checked off.

Ms Diamond, who was appointed in 2015, said last week, she hoped the fire brigade could rebuild from the new agreement.

MFB deputy president Jasmine Doak told staff on Monday afternoon the organisation were still searching for a permanent replacement to lead the organisation.

"I want to assure you all that as a board, and with our executive leadership team, we will continue the recruitment process underway to ensure we attract the best candidates for the newly created position that will align MFB with other contemporary police and emergency service organisations," she wrote to staff in an email seen by The Age.

Ms Doak said former Western Health chief executive Dr Alex Cockram will take on the position as acting chief executive from next Monday until a replacement is found.

"I would like to thank Russell for showing direction and commitment in the acting role over the last six months," she said.

"I now welcome Alex to the organisation as we continue on our journey towards a new era in fire services and emergency management."

The position of chief executive has not been formally filled since the sudden resignation of Jim Higgins last year.

Mr Higgins gave no reason for his departure when he left the organisation last July.

Relations between MFB management and the firefighters have been characterised by a mutual culture of hostility.

The MFB board voted to accept the agreement last week by four votes to three.

Emergency Services Minister James Merlino said at the time the industrial dispute had dragged on for far too long and the workplace agreement was a "key breakthrough".

"For the first time fire agencies and the United Firefighters Union have agreed to work together to directly tackle culture and diversity issues," Mr Merlino said.

A new steering committee would oversee the development of initiatives to improve culture and diversity in Victoria's fire services. The committee will include representatives of the MFB, the Country Fire Authority and the United Firefighters Union.

In line with federal legislation, the agreement will now be put to a vote of the workforce before being sent to the Fair Work Commission.

The Opposition's emergency services spokesman, Brad Battin, said the agreement was more evidence that "the Andrews government is morally corrupt".

Former emergency services minister Jane Garrett resigned from cabinet in 2016 after Premier Daniel Andrews intervened in the industrial dispute in a misfired attempt to put the dispute to rest.

Ms Garrett has said she was bullied by Firefighters Union secretary Peter Marshall during the negotiations.

The Victorian Equal Opportunity and Human Rights Commission is due to hand down a report in the coming months into alleged bullying and discrimination in the state's fire services.

It comes after the Supreme Court rejected an attempt by the union to suppress its release.
