The terrified woman climbed a three-storey cliff face to escape the naked man who chased her while she was sunbathing at Massacre Bay.
The man was performing a lewd act as he approached the woman about 3pm last Thursday.
She fled, climbing an almost 10-metre high cliff to escape from him.
The woman then had to be rescued by Port Campbell State Emergency Service volunteers after the tide came in and she became trapped.
She was walked through crashing waves to safety.
The man, who had a distinctive horseshoe tattoo on his left arm, walked up and down the beach before the woman lost sight of her attacker.
Investigators from the Warrnambool Sexual Offences and Child Abuse Investigation Team have released a composite image of the man.
