Sergeant Mark Phillips said the pamphlets were deliberately set on fire about 12.30pm Sunday at the Baimbridge College west campus playground.
He said the pamphlets ignited bark and an older couple walking their dog put out the blaze with water before the Country Fire Authority attended and made the situation safe.
Sergeant Phillips said the burning bark was only 20 metres from a school building.
"It was pretty close to the school. It was a dangerous situation after the bark caught fire," he said.
"It happened between 12.30pm Sunday and when it was reported to us at 12.50pm. We've door knocked the area but need more information."
Sergeant Phillips requested residents or someone passing by who saw anyone in the west campus playground area about that time to contact the Hamilton police station or Crime Stoppers on 1800 333 000.
