Police said the cars were broken into along the Warrnambool foreshore at Worm Bay, McGennans car park, along Pertobe Road and Viaduct Road as well as Scott Street in west Warrnambool and in a car park off Koroit Street near Browns Depot Bakery.
A police spokeswoman said the offending was not simply checking unlocked doors but smashing windows to gain entry and steal items usually stored in vehicles on Tuesday morning and afternoon.
Those items included small amounts of cash, CDs, iPods and other music devices.
"This is unusual brazen offending. All the vehicles were locked. We would like to hear from anyone in those areas with CCDTV footage to try and identify the offenders," she said.
"Police would repeat the request for any valuables in vehicles to be put out of sight or simply not left in vehicles.
"Even if you see someone acting suspiciously around vehicles, please contact police or Crime Stoppers on 1800 333 000," she said.
Forensic tests were conducted on the damaged cars and Warrnambool police senior constables Stuart Revell and Aylah Loricco are investigating the crimes.
