The comments came after a Warrnambool woman in her 20s was caught driving a Ford Falcon on the bare rim of a wheel at 3.30am on Sunday.
She was fined $396 for driving an unroadworthy vehicle and the Falcon was put off the road.
Warrnambool police Sergeant Jason Dance said the 2003 Ford Falcon was in an unbelievably poor condition.
"The woman was driving on a bare rim and the other three tyres were completely bald. The front bumper was being held on by gaffer tape.
"It's one of the worst cars I have ever seen on the road.”
Sergeant Dance said police members were on patrol across the south-west every day.
"We will put cars off the road and prosecute drivers if their vehicles are not safe," he said.
"All drivers need to have a licence, legal access to a vehicle, that vehicle needs to be registered and it must be roadworthy.
"We are intercepting vehicles for routine checks or if members see something that attracts their attention.
"They will pull you over and if you are found to be driving in breach of the law you will be prosecuted. In the incident on Sunday morning that vehicle was simply not safe,” he said.
EARLIER: A WOMAN driving a Ford Falcon on the bare rim of a wheel has been fined $396.

Defect and infringement notices were immediately issued to the woman aged in her 20s.
The owner of the vehicle, a man in his 20s, was a passenger in the car.
In other police news, Sergeant Dance said a Melbourne man, 36, was in custody charged with causing damage and theft offences.
He was arrested at 4am Monday and will appear in the Warrnambool Magistrates Court today for a bail/remand hearing.
It’s alleged he smashed his way into a car and then tried to steal the vehicle’s number plates.
