Senior Constable Sharni Walters, of the Warrnambool police highway patrol unit, said a collision happened soon after noon on Sunday involving an unregistered ute and the mini-bus at Nullawarre.
She said both vehicles were heading south before the ute driver, a 44-year-old Warrnambool man, attempted a U-turn.
The bus then collided with the ute.
Senior Constable Sharni Walters said the bus passengers and driver, six Sri Lankans, fortunately suffered only minor injuries.
The ute driver is expected to be charged on summons with a range of offences which may include performing an unsafe U-turn, careless driving, unlicensed driving and driving an unregistered vehicle.
He will appear in Warrnambool Magistrates Court after the charges are issued.
