Police and Warrnambool fire brigade were called to a laneway off Koroit Street next to the National Bank at 10.45am on Thursday.
Detective Acting Sergeant Wayne Ryan, from the Warrnambool Criminal Investigation Unit, said a person from the Reject Shop saw flames coming from bins in the laneway.
He said luckily there had been no real damage by the fire.
“It appears it has been deliberately lit with some cardboard behind that bin,” he said.
He said there had been several fires in the last week, including one at The Centre Point Arcade on Sunday, and police believed they may have involved the same offender.
“Obviously anyone in the area who may have seen someone loitering in the laneway should contact CrimeStoppers immediately or Warrnambool police.”
