Fourteen crossings out of 22 due to be finished by the end of the year have been upgraded so far, with boom gates, bells, flashing lights and axle counters installed.
The upgrades were completed at crossings at Harris Lane, Coombs Road and Cameron Street in Terang and Powers Lane in Birregurra.
The works will allow speed restrictions along the line to be lifted. The speed restrictions were introduced after a collision between a locomotive and a semi-trailer at Pirron Yallock, near Colac, in July last year.
Transport Minister Jacinta Allan said the remaining eight level crossings would be finished by the end of the year.
“Upgrading these crossings will boost safety for locals, passengers and motorists, and make trains more reliable,” Ms Allan said.
