The upper house was in a protracted debate when paramedics were called to Parliament to treat MP Daniel Mulino??? after he reportedly collapsed in his office. Parliament was briefly suspended until MPs received confirmation that Mr Mulino, who hs been opposed to the bill, was fine, responding to treatment and in good spirits.

The upper house had discussed only nine of 141 clauses in the bill and then adjourned Parliament about midday on Friday until Tuesday morning.

Opponents of the voluntary euthanasia laws on Thursday shouted abuse across the chamber over the government's attempt to bring on a vote on clause one, including the term "Nazi".

The fiery outbursts prompted upper house president Bruce Atkinson, who was not chairing the chamber at the time, to yell back at his Liberal colleagues as he went to vote in support of the closure motion.

"You had me up until now and you've lost me," Mr Atkinson said.

Special Minister of State Gavin Jennings on Friday morning said some opponents of the bill had engaged in "belligerent, professional obstruction" in Parliament.

Premier Daniel Andrews said on Friday morning that it was important to deal with the bill in the upper house although it had already been a lengthy process.

"I think there are a lot of people across Victoria that are in a much worse state than our elected members of Parliament at the moment," he said.

As Victorian MPs continue their back-and-forth over assisted dying laws, NSW MPs have narrowly rejected similar legislation in that state following a full day of emotional debate.

The NSW bill was defeated in the Legislative Council by 20 votes to 19 in a vote that took place just after 11pm on Thursday.

Mr Jennings revealed during questioning on the bill on Thursday that the government anticipated about 328 people each year would try to access the scheme.

The Labor government has agreed to a series of amendments in a bid to get the 21 votes it needs in the 40-member upper house to pass the bill.

So far 20 MPs have said they will vote yes.

Key Liberal MP Simon Ramsay supports the bill in principle, but won't say which way he's voting until after the clauses have all been debated.

"In principle I support the bill, so my view is I'll take a position tomorrow once we've had a bulk of the committee stage," he told reporters on Thursday.

Under the first set of amendments to be considered, patients must be a Victorian resident for at least a year, the coroner will be notified and assisted dying will be mentioned on the death certificate.

MPs were sent a little delirious by the long haul with many stretching their legs and roaming around Spring Street in the wee hours.

Parliament last sat through the night in October in the lower house. At the time tensions were running high within the Labor government after Health Minister Jill Hennessy accidentally sent a text to Deputy Premier James Merlino, a fierce opponent of the bill, calling him a "c---".
