The Warrnambool Harbour Master Plan has been released. We’ve had a look through the report to help give an overview.
Issues raised
Parking
- Residents want vehicle circulation to be improved
- Vehicles should be discouraged from parking in long vehicle bays

Boat ramp and facilities
- Residents want a vehicle turning area to the south of the current ramp
- An enclosed boat harbour was noted as a desirable outcome

Master Plan

- Extend northern car park. Realign coastal trail to connect the path with the proposed car park and provide a wider coastal buffer to stablise dunes. COST: $858,000
- Construct upgraded facilities for horse wash down and waste at the rear of the car park. COST: $162,000
- Undertake an assessment to identify short and long-term solutions to upgrade and maintain the breakwater. COST: $70,000 (funded)
- Improve beach launch, address erosion issues and clean-up contamination. COST: $172,000.
- Provide fish cleaning facilities. COST: $148,000.
- Navigation aid to upgrade. COST: $36,000 (funded)
Summary of feedback
The good
The area is visually pleasing.
People are happy to pay if the facility is improved and funds go back into the port.
“This is a well thought out plan that will deliver real benefits to the area.” – Boating Industry Association of Victoria
The bush to the north of the Pavilion is an ideal location to expand for car parking.
The bad
Frustration that another harbour survey is being conducted and no physical action is being taken.
Frustration an enclosed harbour is not being discussed.
Issues surrounding horses in the area including smell and waste left.
Fear the area may become over developed and lose its coastal feel.
The breakwater is in poor condition.
Accessibility to the breakwater is an issue.
Lack of shelter on the breakwater, aquarium area and the foreshore.
Works shouldn’t be staged.
Everything else
Provide more bins and drinking stations.
Floating pontoons should be used at boat ramp for easier access to boats for children and older people.
Prioritise pedestrian acccess.
Outdoor pool utilising the ocean suggested.
Maintain a “Warrnambool look”.
Improve old aquarium area.
