Shane Worth, 50, of Rutledge Street, Warrnambool, appeared in the Warrnambool Magistrates Court on Thursday via a video link where he made a successful bail application.
He was released by magistrate Cynthia Toose until November 23.
Conditions of bail included Mr Worth provide a $2000 surety, not attend points of international departure, not leave Victoria or Australia, obey a 9pm to 6am curfew, not use drugs and comply with the court integrated services program.
In February he was charged with trafficking drugs after police allegedly found evidence on his mobile phone as well as a taser.
Mr Worth was arrested again in July and charged with possessing ice, speed and ecstasy.
When a vehicle was intercepted, Mr Worth got out and a zip lock bag containing ice was found at his feet.
He was arrested, taken back to the Warrnambool police station and a black pouch was located in his underwear.
That pouch contained 2.6 grams of ice, five prescription medication tablets, .8 g of speed, one ecstasy tablet and four MDMA capsules.
Solicitor Xavier Farrelly said his client had been held in custody on remand for two months.
He said there were clearly issues about how Mr Worth was financially supporting himself prior to his arrest but he now had the support of CISP and family members and he had detoxed while in custody.
Mr Farrelly said Mr Worth could potentially serve more time in custody than he would receive in sentencing on the charges.
Police prosecutor Senior Constable Nathan Brown said there was an offer on the table which involved police withdrawing the drug trafficking charge.
The magistrate noted that Mr Worth had two prior convictions for trafficking drugs, adding the accused man had not really engaged with a current community corrections order.
