Carmel Leslie, 36, of Warrumyea Road, unsuccessfully applied for bail in the Warranmbool Magistrates Court on Friday and was remanded in custody to appear again on Monday.
Magistrate Ann McGarvie said Ms Leslie was already on three corrections orders and two lots of bail when she was arrested late last week.
She said Ms Leslie 's extensive prior history included seven times failing to appear at court and multiple counts of committing offences while on bail.
The magistrate said Ms Leslie was still using drugs and probably trafficking to support her habit.
She said the risk of continued offending was too great for Ms Leslie to be released from custody.
Police said Ms Leslie was due to appear in court on Monday on other charges.
In the early hours of Friday, August 11, Ms Leslie was intercepted driving a Holden Barina in Menzies Street despite being a disqualified driver.
There was 1.8 grams of ice located in her handbag, 10 tablets of prescription medication, two sets of scales, deal bags, $850 in cash and a receipt relating to the sale of ice.
Ms Leslie also refused to unlock a mobile phone she claimed belongs to her brother.
Ms Leslie was already on bail for theft and obtaining property by deception and was scheduled to appear in court on August 21.
Police said Ms Leslie was arrested on June 20 and released from custody about 12 days ago.
Ms Leslie said she realised the new charges looked bad but she was only guilty of being a drug user.
She said she had decided to make changes in her life but it was a continual struggle against her drug addiction.
"I've had a bit of bad luck," she said.
"I've been heavily drug-effected for many years and I've not been able to get on top of it. I feel good about it now."
Ms Leslie said she was not guilty of trafficking drugs.
"If I wasn't caught on Friday it might have escalated. I'm on a waiting list for rehab," she said.
