The UCI World Road Championships will take place in Norway from September 16-24 while the National Capital Tour will be held over the weekend of September 23-24.
Matthews was last week confirmed as the Tour de France green jersey winner, becoming only the third Australian to be crowned sprint king after Robbie McEwen and Baden Cooke.
Officials are hoping to bring Matthews home to feature in the traditional participation ride, giving locals the opportunity to ride alongside Australia's latest world-beater.
However they will be sweating on Matthews' availability before announcing a homecoming event, with his potential selection for the World Championships throwing a spanner in the works.
The Australian squad for the world championships is set to be announced in the coming weeks.
