Mr Andrews, who was at Moyne Health Services to officially open the revamped facilities, said he was disappointed he was in the coastal town without his golf bag.
He told those gathered he regretted not being able to play a round on “one of the great golf courses”.
“Not only in regional Victoria, but all of Victoria,” he said.
A large crowd attended the opening.
