Bradley Gauchi, 30, of Goodall Street, Warrnambool, was arrested early on Sunday as he was breaching an overnight bail curfew.
He appeared in the Warrnambool Magistrates Court on Monday, did not apply for bail and was remanded in custody until July 13.
Police allege officers searched his mobile telephone on Sunday and found a large number of messages linking Mr Gauchi to trafficking drugs.
His curfew was part of strict bail conditions imposed after he was caught at first trafficking drugs and then stealing a bike to get away from associates.
He now faces multiple charges of trafficking drugs of dependence, involving ice and ecstasy, and breaching three lots of bail.
The last time he was in court police opposed bail saying the man was a heavy ice user and had been trafficking to support his habit.
Police previously alleged that at 3am on January 21 Mr Gauchi was driving at high speed in Warrnambool's Bromfield Street.
He went through a red light at an intersection with Raglan Parade, narrowly missing another vehicle and then travelled at a speed of about 130km/h down Queens Road before losing control and crashing.
Mr Gauchi returned a positive test to methamphetamine.
Police attended at his home that night and Mr Gauchi was found in his bedroom holding a wooden container which held methamphetamine.
An analysis of his mobile phone found messages relating to drug trafficking.
He admitted to police he used ice a few hours before crashing his car.
Last Thursday Mr Gauchi was seen in Warrnambool central business district at 1.40am acting suspiciously.
His attendance in the CBD was in breach of his bail conditions.
At 3am he was a passenger in a car intercepted in Warrnambool and told police officers he was sick and going to hospital.
He was fined for breaching bail but not arrested.
On Sunday at 1.20am he was riding a pushbike along Ardlie Street when intercepted by police.
He was arrested for breaching his bail conditions and an examination of his phone located the extensive messages relating to drug transactions.
There was also a message saying he told police on Thursday he was going to hospital just to avoid being arrested.

The man was arrested, interviewed, charged and remanded in custody overnight Sunday to appear in the Warrnambool Magistrates Court on Monday for a bail/remand hearing where police are again expected to oppose bail.
