Cory Cookson, 27, of Verdon Street, Warrnambool, pleaded guilty in the Warrnambool Magistrates Court to driving while suspended, driving an unregistered car, using a mobile phone while driving, and failing to display P-plates.
Magistrate Cynthia Toose told Cookson he was lucky not to be going to jail, before she fined him $2000.
She warned him that similar offending would attract a term of imprisonment.
Police said that during early November last year Cookson was seen by police on his mobile phone while driving in Banyan Street.
He was intercepted and it was discovered his vehicle registration was expired, his P-plate licence was suspended due to demerit points, and he was not displaying P-plates.
Cookson said he had just answered his phone and had not realised his registration was expired.
