Mr Tehan, who has been calling for investment in Warrnambool’s train services, said the state government’s proposed $1.45 billion “regional rail revival” plan depended on the state government putting in some of its own money as well.

But the Andrews government has hit back, saying that was never part of the deal.

The state government proposes to spend $100 million on extra services, improved trains, shorter journey times, an additional crossing loop, and signaling upgrades on the Warrnambool line.

The political dispute centres on the federal government's asset recycling scheme, which gives the states 15 per cent bonuses for selling private assets – in Victoria's case, the Port of Melbourne.

The state government claims there were no conditions on how that money was spent other than it being required to be spent on infrastructure, but Mr Tehan said that was not the case.

“The state government will get money from the asset-recycling initiative … based on a partnership,” Mr Tehan said.

“What we’d now like to see is the state government pay their fair share when it comes to the upgrading of the service. 

“There is no agreement on the quantum for asset recycling. The way asset recycling money is delivered is on partnership. The Commonwealth delivers on an agreement with the states so as to maximise the infrastructure spend in Victoria. We expect (the Victorian government) to put their money where their mouth is. Warrnambool needs to get the services they deserve.

“The Victorian government hasn’t been to the federal government and said this is our plan, they’ve gone and made a political announcement. Grow up, Daniel Andrews, grow up.”

Mr Andrews said the federal government was well aware of the state government’s proposal.

“We signed an agreement and it’s about time the federal government honours the commitment they made,” Mr Andrews said.

“There have been discussions going on between ministers for quite some time. These projects are well known. I would be surprised and disappointed if the federal government didn’t take the opportunity to build a better regional rail network. 

“The money belongs to Victorians, not to politicians. It would be an unwise federal government that thinks it could rip Victoria off. Let’s stop bickering and arguing – these are great projects, let’s get on and build them.”

State parliamentary secretary for public transport Ros Spence visited Warrnambool on Monday and said Mr Tehan “needs to start sticking for local passengers who are getting dudded by his government”.

“I don’t believe there’s anything in the (asset recycling) scheme that requires additional funds by the state government,” Ms Spence said.

“This is Victoria’s money.”

Warrnambool mayor Kylie Gaston said she hoped “the federal government would do the right thing for Victoria”.

“It’s been really encouraging that Dan Tehan, Sarah Henderson and Roma Britnell have been talking about advancing our train line,” Cr Gaston said.

“This news has been extremely well received by the community.”

Great South Coast Regional Partnership deputy chair Felicity Melican said the rail investment was great news for the region.
